The board is collecting bids to repair or replace the roads throughout Deer Point. Every quote received so far is listed here, with what it covers and what it would cost a typical household financed over ten years.

Concrete or asphalt

The bids fall into two approaches that buy different work, so a low asphalt price and a high concrete price are not competing offers for the same job.

  • Concrete. Full reconstruction of the road surface. Higher cost, much longer service life.
  • Asphalt. A 2" resurface over the existing roads. Cheaper up front, shorter life, and recurring crack repair.

Compare bids within a group rather than across the two.

The main entrance

The Deer Point main entrance street is now Oakland Township's responsibility and sits outside this project. Hutch Paving's Option 1 is the exception, because its price includes the front entrance.

How the money would work

An approved project would go through a special assessment district and be repaid over time rather than billed at once. The per-household figures on this page spread the full cost across all 61 lots in equal annual installments.

Each lot's share is set by its frontage on the plat map, so shares differ. The smallest assessment runs about 3% below average, the largest about 14% above.

What each option would cost a household

Each quote below covers the whole subdivision. Figures add a 10% change order allowance, then spread the total across 61 lots, repaid over 10 years at 6%.

Compare within a material rather than across. Concrete replaces the road surface and asphalt resurfaces it, so the two groups buy different work and different service lives. These per-home figures are averages: because each lot’s share is set by its frontage, individual assessments run from about 2.7% below to about 13.9% above these numbers.

    The gross RCOC proposal is $3,231,941.68. A 25% SAD contribution of $807,985.42 is deducted, leaving the figure shown above.

    Additional costs not included in the total: a $300 application fee and an estimated $7,500 in other permits still to be determined.

    The SAD revision portion is expected to reduce homeowner cost by an estimated $10,000–$11,000 per lot.

    Quote is good for 15 days and requires a 30% deposit to start.

    Open question: BSI's own per-square-foot run rate works out to roughly $1,425,000 for this scope, but the quote came in at $1,600,000. The board has asked BSI to explain the difference.

    A 2027 estimate would add roughly 3% (~$15,000).

    BSI quoted these unit rates and possible adders separately:

    • Stone: $55 per ton
    • Undercutting: $55 per cubic yard
    • Permit administration: $250 flat, only if BSI pulls the permit rather than the association
    • Seed and straw: $1.50 per sq ft
    • Cancellation: $25 per day

    A lump-sum adder of $15,000 was mentioned but not confirmed, and sprinkler and irrigation repair rates were never provided.

    Simon Paving gave a verbal range of $1.5 million to $2.0 million for concrete. No formal quote was provided and no square footage was specified, so there is no single figure to compare against the other bids.

    Estimated lifespan is 8–10 years, with maintenance crack repair needed every 3–5 years. Hutch cites Glacier Club as a reference, where comparable work has lasted 9 years.

    Simon quotes a heavier commercial-grade mix than the other asphalt bids, estimates a 20-year lifespan, and says it cures fast. Carries a 1-year workmanship and materials warranty.

    Terms are 50% deposit and 50% on completion. Simon provides a golf cart to move residents around during the work. November 2026 is the latest they can schedule this year; pushing to 2027 would add 5–10%.

    Estimated ongoing maintenance is about $5,000 for crack repair every 3–5 years.
